Higher-Level Review: a fresh look at the record
This review generally uses the evidence VA already had.
Reviewed October 17, 2026 · Serving veterans nationwide
1. Check whether it fits
A more experienced reviewer takes a new look at a decision using the existing record. You cannot add new evidence with a Higher-Level Review. If your concern depends on new records or a new statement as evidence, compare the Supplemental Claim option.
2. Identify the specific concern
Read the decision and note the issue, evidence already in the file, and error you believe occurred. You may request an optional informal conference to identify errors. That conversation is not a way to submit new evidence.
3. Check timing and eligible decisions
For most benefits, you generally have one year from the decision-letter date to request this review, but some decisions have different limits. You cannot request Higher-Level Review of a Higher-Level Review decision or a Board decision. Read the current rules and your notice.
